Directive Deep Dive: Clause-by-Clause Implementation of Section 9 & Rule 42
Harmonized Operational Directive for Authorized Dealer Category-I Banks and Multilateral Trading Desks regarding automated IDPMS knock-off and currency-linked trade financing.
Every Authorized Dealer Category-I bank is mandated to integrate directly with the central ICEGATE v3 API protocol. Physical presentation of the Exchange Control Copy of the Bill of Entry (BoE) is abolished. Upon customs clearance at any Indian land, air, or sea port, the Customs EDI server directly streams the BOE clearance payload into the IDPMS repository within 60 minutes.
If the corresponding Outward Remittance (ORM) reference is already tagged, the IDPMS system shall generate an instantaneous, immutable cryptographic closure certificate. Importers are relieved from physical branch submissions.
Where an advance outward remittance for imports has been effected and the corresponding evidence of import is not knocked off in IDPMS within 180 calendar days, the following progressive statutory mechanism activates without requiring manual AD bank intervention:
Settlement of import invoices through a third party (other than the entity issuing the commercial invoice) is restricted to transactions where: (i) The invoice explicitly specifies the tripartite arrangement, and (ii) The Ultimate Beneficial Owner (UBO) declaration is uploaded to the central portal for all invoices exceeding ₹5,00,00,000 equivalent.
Mandatory operational compliance verification tasks required for treasury settlement officers before sanctioning MT103 / MT202 transfers:
In case of mismatched BOE currency tokens (e.g., Invoice billed in JPY vs. Customs valuation in USD), the exchange rate declared on the EDI Bill of Entry on the date of customs clearance shall be binding for final IDPMS settlement.
